The Raman effect occurs when monochromatic light impinges upon a molecule and interacts with the electron cloud of the bonds of that molecule. The large polarizable electron cloud of the Xe atom makes it an excellent probe of the local environment. The beam pipes in the LER were redesigned to mitigate the electron cloud problem.
If an electric field is applied to an atom, the electron cloud is displaced a distance relative to the nucleus which consists of positive charges.
